UPDATE 9pm 7 April:
Although the Mpumalanga premier, Ms Refilwe Mtsweni-Tsipane, was believed to have invoked Article 139 (1) b of the Constitution of South Africa at the Lekwa Municipality today, it is still unconfirmed whether the municipality has indeed been placed under administration.
Article 139 (1) b permits the provincial executive to intervene in the affairs of a municipality, amongst others, to assume the executive functions of a particular municipality.
Ms Thobeka Mtshiselwa, spokesman for the municipality, tonight (7 April) said that no official documentation was yet received in connection with placing Lekwa under administration.
2.30pm – 7 April 2020:
Ms Refilwe Mtsweni, premier of Mpumalanga, arrived at the council chambers of the municipality today, 7 April, invoking Article 139 (1) b of the Constitution of South Africa.
The Deputy Minister of Water and Sanitation, Mr David Mahlobo, chaired a meeting beforehand about the water situation in Standerton.
“Of the 10 pump stations, only six are operational,” Mr Mahlobo said. He added that the situation should be properly managed and a visit was conducted afterwards to one pump station.
A closed session then took place regarding the coronavirus.
The Standeron Advertiser spoke to Mr Muso Kubheka, DA-councillor from Morgenzon, in front of the entrance, who said the party is happy with the premier’s decision.
“It should have been done a long time ago.”
According to a trustworthy source, representatives from the Gert Sibande District, Sasol and Rand Water also attended the meeting.
When asked for comment, former mayor, Mr Linda Dhlamini, said ‘I am quiet’.
