In terms of the regulations for Level 3 of the nationwide lockdown, the Roodepoort Motor Vehicle Registering Authority (MVRA) has opened its doors to the public from 2 June.
But, according to Mercy Kubayi, the Head of the Licensing Department, they are not yet fully operational and she explained, “We are currently operating with only one-third of the total staff complement, rotating teams on a weekly basis. This means we are not able to offer our full list of services to customers yet.”
She added that the services offered at the moment include the following: Registration /Licensing for which the following documents are required:
- RC1 Document
- Original ID
- Proof of residence (not older than three months. Preferably water and lights or bank statement which indicates the recent address)
- NCO
- Completion of RLV form (to be provided by licensing station)
Registration (change of title holder) for which the following documents are required:
- RC1 Document
- ID Document
- Proof of address
- NCO
- Settlement letter
- RLV Form (to be provided by licensing station)
De-registration of motor vehicles for which the following documents are required:
- RC1 Document
- ID document
- Proof of address
- Reason for de-registration (scrapping or stolen)
- Affidavit from police
Kubayi said that, due to their limited capacity, they are only able to assist registered motor vehicle owners or proxies.
“Customers should take note of the fact that the Minister of Transport announced an extension for licence discs that expired during March, April and May, and customers have 90 days (to end of August) to renew their licence discs, without having to pay any penalties and arrears”.
She also urged pensioners and other people with difficulties to stand in long queues to stay calm and warm at home, especially during the cold winter days, and only visit the centre if they absolutely have no other choice.
The centres’ operating hours are from 8.30am to 2pm (Monday to Fridays) and from 8.30am to 1.30pm (Saturdays and Sundays). Services have been extended to the weekend, not only for the convenience of the customer, but also to assist in reducing the backlog.
She concluded by reminding customers who visit the centre that no cash will be accepted, only card payments and that they should adhere to all safety protocols.
“All customers must comply with the requirements of having to be screened, and wearing a cloth or surgical mask. A face shield alone does not suffice and must be coupled with a mask,” she said.
