ANC above rate payers for Pikitup

On 21 April I witnessed a Pikitup truck stop in front of the ANC offices in 13th Street, Delarey, and empty their bins. They promptly left without emptying other bins in the area.
Every day we see a Pikitup truck or two speeding up and down Mollie Road and yet our bins have not been emptied in at least three weeks. Although “normal duties have resumed”, normal work has not.
Refuse removal should be outsourced to prevent a monopoly as we are currently experiencing and the nepotism that goes with it, as well as the huge increase in rates now being proposed, despite the fact that the City of Johannesburg has surplus funds?
Why does Pikitup deem only the ANC office bins worthy emptying but none of those belonging to other rate payers?
