Residents given some clarity on valuation objections
PARKVIEW – The wards 117 and 87 councillors assisted residents with the appeal process as well as valuation of objection in the comfort of a coffee shop.
A cup of coffee and a chat is exactly what residents were treated to by their ward councillors during the week.
Ward 117 councillor Tim Truluck and Ward 87 councillor Bridget Steer met with residents, including pensioners at the Foyer Coffee Shop in Parkview to explain the appeal process as well as valuation objections.
Steer quoted Section 52 (2) Review which states that, if the municipal valuer changes the value of a property that was objected to by more than 10 per cent upwards or downwards, the Appeal Board must review the objection, confirm, amend, or revoke the municipal valuer. She added that, however, the problem is that the review is often held up to seven years later and can only be reversed through the high court.
“You, therefore, have to appeal to avoid the Section 52 Review. This can be done by sending objection documents together with appeal forms which can be dropped off at the Valuation Department currently on the 2nd floor, Block B at the Civic Centre,” said Steer.
After appealing, the resident can then be called into an Appeal Board hearing in a year or two to present the case themselves or through a representative they choose to appoint. Pensioners (over 70 years old) can also apply for a rebate if the property value is less than R2.5 million but they need to take a certified copy of their ID, and a copy of their bill to either Thuso House in Braamfontein or the Randburg Civic Centre.
Truluck was impressed with the 21 people in attendance for the day plus the 13 who had attended the day before. He also urged residents to take photos of any problem areas within their properties such as leaks and damages, and also keep a record of all their documents and receipts safe as they might be useful at the Appeal Board. Residents Vivien Ford and Patrick Palmer said they found the sessions with the ward councillors very useful and helpful.
