The Special Investigating Unit (SIU) has raided a luxurious Sandhurst property in Sandton linked to businessman Hangwani Morgan Maumela, implicated in the Tembisa Hospital looting scandal.

The action follows revelations in the SIU’s interim report, which alleges over R2b was siphoned from the hospital via fraudulent procurement schemes.

The SIU confirmed the operation, saying that it was connected to their #TembisaHospitalCapture investigation, “part of implementing investigation outcomes and managing consequences. Further updates will follow once legal processes are complete.”

According to Kaizer Kganyago, spokesperson for the SIU, the report identifies three syndicates, including the Maumela Syndicate, which controls Maumela’s assets, including luxury homes and exotic cars.

A broader effort is underway to disentangle the complex corruption network at Sandhurst. Authorities are tracing assets and exposing collusion within the Gauteng Department of Health and Tembisa Hospital.

Background on the Tembisa Hospital scandal

According to Kempton Express, in the article, SIU uncovers over R2b looted from Tembisa Hospital by three syndicates, “the Special Investigating Unit (SIU) revealed on September 29 that its probe into Tembisa Hospital has uncovered a devastating plunder of public funds, with three co-ordinated syndicates responsible for the looting of over R2b.”

It was intended to provide healthcare to the most vulnerable, but was instead siphoned off through fraud and corruption.

Kempton Express further stated that SIU head Advocate Andy Mothibi said he would not approve a November 2027 deadline and will ensure the investigation is completed by 2026.

• Findings: Assets worth R42.6m, including multiple properties in Gauteng and the Western Cape.
Syndicate X
• Value under review: R596.4m
• Bundles analysed: 646 of 1 237
• Findings: Procurement irregularities uncovered; funds laundered through secondary conduit accounts; assets valued at approximately R150m.
Total corrupt payments traced to officials and staff: R122.2m.

In 2023, Gauteng Health took action against Thembisa Hospital officials

The Gauteng Department of Health (GDoH) confirmed that it would take disciplinary action against the officials of Thembisa Provincial Tertiary Hospital, based on the forensic investigation report by the Special Investigating Unit (SIU) made public last December.

Employees cited in the report and those possibly involved in some of the transactions were out on precautionary suspension as part of pursuing the disciplinary process.
