Power outages and potholes remain major concerns in Ward 91
Ward 91 councillor Andrew Stewart says residents are fixing potholes themselves as service delivery frustrations grow.
Ward 91 councillor Andrew Stewart has raised concerns about ongoing service delivery failures in Johannesburg, saying residents are seeing little improvement despite repeated calls for investment in critical infrastructure.
In his mid-year reflection, Stewart said the city’s latest budget fails to prioritise the services residents rely on most. “Halfway through the year, there are currently no signs of our service delivery woes improving. The latest budget passed by the current administration is not a service delivery budget. A greater focus should have been placed on water, roads, and electricity infrastructure.”

Stewart pointed to recurring electricity outages affecting both City Power and Eskom-supplied areas within Ward 91 as one of the major concerns facing residents. Road maintenance has also become a growing source of frustration. “Recently, residents have taken to fixing their own potholes, despite great services like Discovery Pothole Patrol. The fact that Johannesburg Roads Agency is floundering despite Discovery trying to pick up the slack is quite telling.”

According to Stewart, Johannesburg’s financial difficulties continue to hamper efforts to improve service delivery and maintain infrastructure. However, he believes there is still reason for optimism. “Even though the city’s finances are in a very bad way, I would like to appeal to residents to remain hopeful. Our current situation is not good, but with time and some hard decisions, the city’s financial situation can be addressed over time.”

Stewart said addressing the city’s infrastructure challenges will require long-term planning, responsible financial management, and a renewed focus on delivering basic services to residents.
