Uncertainty persists over the completion of the Pretoria Avenue and Katherine Street upgrade
Councillor says firm timelines are now essential to restore public confidence.
Uncertainty remains over the completion of the Pretoria Avenue and Katherine Street intersection upgrade, despite assurances that reinstatement work is nearing its final stages.
The intersection, a key traffic route through Sandown, has been closed following extensive underground water repairs, with reopening timelines revised several times.

Ward 91 councillor Andrew Stewart said repeated missed deadlines have left residents frustrated and sceptical. “There were three deadlines they were adamant they could meet, and they missed all of them. Residents now want to know when this will actually be finished.”
Stewart said delays were exacerbated by the time it took to appoint a contractor, leaving the site inactive for several months. “That early delay set the project back significantly and continues to affect confidence in revised timelines.”

While acknowledging the technical complexity of the reinstatement, Stewart said complexity does not excuse shifting completion dates. “People understand that this is a major project, but they expect realistic timelines and clear communication.”

Stewart added that limited on-site supervision in recent weeks has further contributed to uncertainty around completion.
He said councillors are awaiting clearer feedback from officials and stressed the importance of firm, transparent communication as the project nears handover.
Questions were submitted to Johannesburg Roads Agency on January 22, seeking clarity on the expected completion and reopening of the intersection. By the time of publication, we had not yet received a response.
