It remains to be seen if the plans from the first State of the Mess (read Municipality) Address (SoMA) by the good Reverend at the helm of the ELM will come to fruition (P4).
For obvious reasons most of us were not at the venue, to save our ears from the pain of a boring repetition of speech (year in and out).
We are are told that the good Reverend has promised that the municipality has taken a bold decision to cancel the Electricity 1987 Agreement that was not cost reflective and was a financial burden to the municipal fiscus.
We are also told that he promised that he and his colleagues will not deviate from achieving financial stability and viability, good governance and improved service delivery, through the three main pillars of ELM’s Financial Recovery Plan which he said are, Financial Stability and viability; Economic Development; Institutional Development and Transformation which he mentioned will be implemented through amongst others;
•Governance and Stakeholder Management
•Human Resource Management and Organizational Structure
•Economic Development
•Financial Planning and Credible Budgeting
•Service Delivery, Infrastructure Development and Management.
I am pleased, and I am sure you would be too, that the good Reverend announced that together with his members of the Mayoral Committee (MMC’s), they will promote funding for the implementation of the Vereeniging, Vanderbijlpark and Sebokeng CBD’s urban renewal programmes and also leverage funding for townships industrialization programmes through formal partnership with the private sector. Finally, it excites me that in rebranding the ELM, the good Reverend said that they will showcase the new way of working in improving communication with communities, this was long overdue.
My dear Reverend, I cannot wait for your State of the Mess Address (SoMA) plans to be implemented, and as always, I so hope that you get the co-operation that you deserve.
The sooner this happens, the better for me and the poorest of the poor!
