Midvaal’s PPP model nothing short of groundbreaking
In his delivery, Mayor Peter Teixeira mentioned challenges that came as a result of load shedding and load reduction implemented by Eskom. Teixeira said these actions had been detrimental to businesses and the economy at large. He said in some instances, people lost their jobs, adding that some of the communities in Midvaal are still feeling the brunt as load reduction continues.
The Deputy Minister of Electricity & Energy, Samantha Graham-Maré has called Midvaal’s proposed Public-Private Partnership (PPP) model nothing short of groundbreaking. The minister was speaking during the recent PPP National Conference held in Midrand.
“I am excited to join this important discussion remotely. Midvaal is a shining example of how innovative thinking, strategic partnerships, and sound governance can transform municipal service delivery. It is no coincidence that Midvaal is recognized as the best-run municipality in Gauteng.
“By leveraging the expertise and efficiency of private sector partners while maintaining a strong commitment to public oversight and accountability, Midvaal has charted a course that could redefine how municipalities approach their energy challenges. As we know, energy is not just a utility, it is the lifeblood of economic activity.”
Graham-Maré stated that Midvaal’s track record speaks for itself. “Consistent clean audits, an efficient administration, and a proven ability to attract investment set it apart. It is not only the best-run municipality in Gauteng but a testament to what can be achieved when governance is paired with vision, integrity, and innovation.”
She encouraged investors to see Midvaal as a partner committed to excellence and progress, citing that the municipality is laying the groundwork for a brighter future.

“Another reason we embarked on this Public-Private Partnership is to protect our residents from continuous price increases. We understand that embarking on this PPP, and the introduction of new distributors in the electricity sector will break Eskom’s monopoly.”
Teixeira said a factor contributing to this course of action is Midvaal’s financial sustainability, which is closely tied to the success of the municipality’s electricity business as a core function.
“I cannot overstate the importance of ensuring a consistent supply of electricity and protecting the municipality’s financial sustainability. One of my mayoral priorities is to ensure that we protect existing jobs while creating a conducive environment for the creation of more opportunities.”
Teixeira revealed that positioning Midvaal as an investment destination is his focal point.
“A key part of this strategy is to continue to get the basics of service delivery right, and that involves protecting our infrastructure, especially the electricity network.
“Through this innovative and strategic partnership, we will be able to overcome the challenges that have long plagued our country. If we get this right, and all evidence points to its success, many will come to benchmark against us.”
Midvaal plans to foster investment, sustainable growth in order to address the many socioeconomic challenges faced by its communities.
