Mayor cracks the whip

The under performance of some contractors has had a negative impact on capital projects.

HIBISCUS Coast Municipality mayor Cynthia Mqwebu has threatened to blacklist underperforming contractors.

At a recent press briefing, the mayor revealed that the underperformance of some contractors had had a negative impact on the implementation of the municipality’s capital projects.

“Council approved an adjusted capital budget of roughly R115-million for the 2012/1213 financial year,” said the mayor.

She added that council had identified the issue of under-capacity in the department responsible for the delivery of housing projects.

“The municipality has since received support in the form of a grant from the provincial department of housing to reinforce personnel capacity within the unit,” she explained.

She added that the underperformance of some appointed contractors had also had a negative affect on the successful completion of capital projects, and said the municipality was currently investigating, with a view to blacklisting contractors which have failed to deliver projects on deadline.

“As it stands, the municipality spent only 70 percent of its capital budget in the 2012/2013 financial year,” she said.

“Several measures have been put in place to ensure that the situation does not reoccur,” she concluded.
