Hibiscus Coast Municipality freezes posts

THE Hibiscus Coast council recently approved the municipality’s new organogram.

“This follows a process of reviewing an organogram which was last approved in 2010 and this document is tailor-made for the strategic objectives of the organisation,” said HCM municipal manager, Max Mbili.

“This draft organogram was presented to various structures such as the corporate management committee, portfolio committees, local labour forums and the executive committee prior to its approval,” he explained.

He added that the municipality is working towards an employment equity plan. The newly appointed head of department corporate services, Nelisiwe Thabatha, will be tasked to facilitate and conclude the development of that plan within a six month period.

A few changes were made to the organogram, such as the creation of an executive personal assistant post under the office of the municipal manager.

Other posts added are the property management post, project finance manager and contract administration post, senior manager project management unit post and compliance and ethics officer post.

“The municipality has frozen several posts such as the fleet management manager post, second economic development manager post and the communications manager post,” said Mr Mbili.

“We have also decided to freeze, amongst others, six security guard posts, four bodyguard posts, and the administrative officer post in the municipal manager’s office,” he added.

“The municipality is confident that the organogram will help it execute its tasks and performance as set out in the Service Delivery Budget and Implementation Plan (SDBIP),” concluded Mr Mbili.
