Picking up one refuse bag at a time
Black Bag Action has brought people together, proving that teamwork and determination can overcome even the most daunting challenges.

The Black Bag Action initiative is a grassroots, community-driven movement tackling waste management challenges in Ward 19.
With the ongoing municipal strike, residents came together, proving that with teamwork and determination, they can create lasting change in keeping their ward clean.
“We are local residents and businesses who refuse to stand by while our neighbourhoods fall into disrepair. Black Bag Action is powered by volunteers, coordinated through WhatsApp groups, and funded by generous donations from community members and businesses,” said Louis Henderson.

In just a short time, the movement has made visible and tangible progress. About 90% of the waste backlog has been cleared across Ward 19, including St Mike’s, Uvongo Main, and St Mike’s Main.
“St. Mike’s is now 80% clean and being maintained daily, a testament to the ongoing commitment of our volunteers. Visitors and residents alike are seeing the difference, with streets cleared, bug-related health risks reduced, and a renewed sense of pride in our town. Many businesses have stepped up, contributing generously and challenging others to do the same,” said Louis.
He added that they have gathered legally required data to launch a formal challenge against the local municipality to address the ongoing gaps in waste management services. For this, he said they will need the community’s continued support, both in numbers and donations.
“The Black Bag Action Initiative is committed to maintaining the areas we’ve cleaned, expanding efforts to other neighbourhoods, and holding the municipality accountable for its responsibilities,” said Louis.
