MOST people will know what a SWOT analysis is:
Strengths, weaknesses, opportunities and threats.
Our two local municipal managers and all their department heads surely use this very useful method to measure the performance of their respective operations.

Or do they?
Just in case they don’t, perhaps this very limited, personal analysis might be of some use. Even though Butthead is certainly not privy to the goings-on behind closed doors at either Ray Nkonyeni or Ugu District Municipalities (as some social media groupies like to think), the following is quite plain for all to see:
* Ray Nkonyeni strengths: Err… hang on a bit… err…
Eureka! We are privileged to have seven of only nine beaches in KwaZulu-Natal that have been awarded Blue Flag status. Now that’s no mean feat and Uncle Ray would rightfully be proud.
Family visiting from Johannesburg last weekend were full of praise for one of these beaches they visited. We should all be shouting this fine achievement to all our friends on social media and encouraging them to head this way over the festive season. However, the next item might clog the ‘cistern’ somewhat.
* Ray Nkonyeni weaknesses: Ugu District Municipality.
All the good work done at some beaches is undone when lagoons are polluted with, well, human excrement, mainly from non-functioning or overflowing sewerage systems controlled by Ugu.
Then, when hoards of holidaymakers arrive to enjoy these beaches, not only do they end up suffering from acute diarrhoea, but they can’t flush their loos because there is often no water. (This must be the only holiday destination in the world where all its permanent residents know how to spell the word ‘diarrheoa’.)
* Ray Nkonyeni opportunities: Putting pressure on Ugu to clean up its act… literally.
* Ray Nkonyeni threats: Ugu (full stop).
* Ugu strengths: Err… (still scratching head)… err… errr… Sorry, can’t think of any.
* Ugu weaknesses: Unruly… even criminal staff who are prepared to sabotage their employer so that they can get millions in ‘death and disability’ grants (even though they are very much alive and healthy), ageing infrastructure, no money to fix either of the latter two weaknesses.
* Ugu opportunities: Stand up to the unruly staff and give them the boot, arrest the criminal staff, lock them up and throw away the key.

The sad thing is that all of the above is not really funny.
Residents are rightfully pissed off… and holiday people HAVE pissed off!
