I refer to the story in the Herald last week entitled ‘Clean audits a good reason to celebrate’. I do not know if it was written by a journalist or whether it was a press release from Paul Preston, who chairs the Shared Services Audit Committee used by local municipalities and their entities.

There may be some confusion in the definitions. Ray Nkonyeni, Umzumbe and Umuziwabantu municipalities, together with Ugu South Coast Tourism (which is a very well-run entity) have received unqualified (clean) audits it says. On the other hand Umdoni and Ugu South Coast Development Agency have received unqualified audits, but with findings on material matters.
This begs the question whether there is a clear distinction between clean and unqualified audits? I had a vague idea that clean audits could be described as excellent, whereas unqualified audits were good in general terms.
Does a clean audit mean that you have kept excellent records of income and expenditure and have vouchers to prove it? Or does good governance have a role to play as well?
It is startling that Ugu District Municipality is not mentioned in the piece at all. What sort of audit did it get? No mention is made of its glaring incompetence in the provision of water and sanitation to the locals.
Was Ugu District Council not covered at all in the report by Mr Preston or was it edited out?
