Could someone please find out why we are getting sub-standard black municipal bags from RNM?

The tender is always for heavy duty bags. Last year the municipality was late issuing bags as they had a problem with quality and now the bags they bring out tear and break apart when not even filled.
It’s the first time in years that this sub-standard quality has been given out.
