My driver’s licence is due and now I see there’s a shortage of cards. We are now expected to apply for a temporary licence, but who will pay for this?

In the past, showing a receipt of licence renewal was deemed enough if stopped and asked to produce a licence.
Does this not still apply? Is that the reason we’re expected to apply for the temporary licence?
