After being placed under administration by the KZN Department of Cooperative Governance and Traditional Affairs (Cogta) in May 2024, Umzumbe Municipality has now employed a full-time municipal manager.
Shaka Cele was appointed on January 2.
Cele’s previous postings are: water services authority manager at Amajuba District Municipality, senior technician at Newcastle Municipality, director of technical services at eDumbe Municipality, director of technical services at uMlalazi Municipality, acting director for technical services at uThukela Municipality and the municipal manager at Danhauser Municipality.

He obtained a Bachelor of Science in Hydrology at the University of Zululand and then completed a Masters in Business Administration at Unisa.
Cele said he looks forward to working with everyone.
“As I am from Umzumbe, I will work with integrity and listen to everyone’s input. I wish to thank those who worked hard before me. I will try my best to change people’s lives. I would also like to ask Umzumbe municipal employees not to do anything that will ruin the municipality’s reputation,” he said.
Cele took over from Nandi Dlamini, who was the acting municipal manager.
According to sources, Dlamini is the preferred candidate for the vacant Ugu district municipal manager position.
Meanwhile, Cele’s appointment was welcomed by Umzumbe mayor Bongani Nyuswa.
He said he was confident that Cele would restore order in the municipality.
“His appointment came at the right time. We are hopeful that Cele will execute his duties diligently. I was part of the committee that selected him; that is why I am confident that the municipality is in good hands,” he said.
