Details of Applications, Activities and Water Uses Triggered
Notice is hereby given for a Water Use Licence Application (WULA) process in terms of Section 21 of NWA for water use activities associated with Adcock Ingram Facility. The relevant licensing authority for the WULA process is the Department of Water and Sanitation (DWS). The Applicant proposes to formalise and regulate the continued abstraction and use of groundwater from an existing borehole located at the Adcock Ingram facility. The groundwater is used to support essential operational requirements associated with the pharmaceutical manufacturing facility, including cooling systems and boiler operations. The existing Borehole 1 has a maximum recorded abstraction of approximately 38 kL/day. The proposed water use triggers Section 21 (a) of the National Water Act, which relates to taking water from a water resource. The groundwater abstraction forms part of the existing operational water supply system at the facility and is not proposed as an expansion of the existing water use. Groundwater is primarily utilised to support the facility`s cooling infrastructure, including the main cooling tower and heat seal cooling tower, as well as boiler-related operational requirements. The main cooling tower has a water requirement of approximately 42.67 kL/day, while the heat seal cooling tower requires approximately 7 kL/day. Where operational demand exceeds the available borehole supply, municipal water is utilised as a supplementary source. The facility is supported by existing water storage infrastructure, including an approximately 80 kL green tank and associated boiler storage tanks, which provide storage capacity and assist in maintaining operational continuity.

As part of the public participation process, the public is provided a 60-day period from 14 October 2026 to 14 December 2026 to register as an Interested and Affected Party (I&AP) and review and comment on the application. I&APs are invited to submit comments and/or register on the stakeholder database by contacting the consultant below. Draft technical reports will be available at the Adcock premises and can be forwarded to I&APs upon request via the contact details provided below.
