City of Johannesburg warns residents about rising municipal fraud scams

The City of Johannesburg urges residents and businesses to stay vigilant as criminals impersonate municipal officials in attempts to steal money and personal information.

The City of Johannesburg has issued a warning about a surge in fraud schemes targeting municipal customers, urging residents, businesses, and account holders to exercise caution.

Criminal syndicates are increasingly impersonating municipal officials, attempting to steal money, personal information, or gain unauthorised access to homes and businesses.

Fraudsters often pose as electricity technicians, revenue agents, meter readers, or debt collectors.

Among the most reported scams are fake disconnection threats, pressuring victims to make immediate EFT payments to avoid electricity or water cut-offs.

Other schemes involve forged identification cards, uniforms, and falsely branded vehicles to gain trust.

Fraudulent emails and SMS messages claiming outstanding debt have also become widespread, often directing customers to non-City bank accounts.

The City emphasised that legitimate officials never demand cash payments at residents’ homes. All payments must be made through official City accounts or authorised platforms, including EasyPay, SA Post Office, Pick n Pay, and the City’s website.

Disconnection teams carry official identification, job cards, and branded vehicles, while authorised contractors must present full accreditation.

Kgamanyane Maphologela, director of Communications and Stakeholder Management, said: “Criminals continue to exploit residents by impersonating the City.

“We urge all customers to remain alert, verify information, and report any suspicious behaviour immediately. Protecting our community is a shared responsibility.”

Residents are encouraged to verify suspicious communication via the City’s 24-hour call centre at 0860 56 28 74, cross-check information on official digital platforms, register on e-Joburg for secure access to municipal statements, and report fraud through the Anti-Fraud Hotline at 0800 002 587, email at anti-fraud@joburg.org.za
