The Administrative Adjudication of Road Traffic Offences (AARTO) Act will be nationally implemented by April 2016.
This demerit system will have motorists starting on a zero balance and various infringements will award a demerit of points dependant on the severity of the infringement.
Once motorists reach a total of 12 points, they are liable to have their driver’s license suspended.
The project was piloted in Gauteng and will roll out country wide in the coming months.
“If you have an infringement it will reflect on the E-Natis (vehicle registration) – you will have 32 courtesy days in which to pay your infringement with a 50% discount. After the 32 days you will be required to pay the full amount and courtesy letter fee. After a total of 64 days you will be liable for an enforcement order which may lead to a warrant of arrest,” said Mr Koos Lubcker, acting licensing manager.
The Road Traffic Infringement Agency (RTIA) is consulting with stakeholders across all provinces. Mpumalanga was the host of the first of these consultative sessions which was held in Steve Tshwete Local Municipality from July 9 to 10.
According to Mr Thabo Tsholetsane, Chief Operations Officer of the RTIA, this system exists to deal with repeated offenders. The system will be centralized in a manner that it will be able to detect outstanding infringements committed anywhere in the country.
Community Safety, Security and Liaison MEC Vusi Shongwe on his address said that it is the responsibility of each and everyone to ensure that road crashes are reduced by 50 percent by year 2020 as per the Decade of Action for Road Safety targets.
He said that it is therefore important to have a system such as the AARTO to deal with motorists’ behaviour as most crashes are caused by human error.
“We advise all motorists to settle their outstanding fines prior to AARTO being implemented,” said Lubcker.
