NOTICE OF BASIC ASSESSMENT AND PUBLIC PARTICIPATION PROCESS FOR THE PROPOSED NAUDESBANK SOLAR FARM AND ASSOCIATED INFRASTRUCTURE, WITHIN THE CHIEF ALBERT LUTHULI LOCAL MUNICIPALITY, GERT SIBANDE DISTRICT MUNICIPALITY, MPUMALANGA PROVINCE Project Description: NDB PV (Pty) Ltd (the Applicant), a Special Purpose Vehicle (SPV), proposes to develop the Naudesbank Solar Farm, a ground-mounted solar photovoltaic (PV) facility and associated infrastructure to support the electricity requirements of the Naudesbank mining operation. The proposed facility will have a contracted generation capacity of up to 19.9 MW and will include the following infrastructure: Solar PV panel arrays and associated support infrastructure.
Inverters and transformers. Battery Energy Storage System (BESS). Inverter stations and underground cabling. Internal access roads and a main site access road. Perimeter fencing and security infrastructure. Temporary ancillary buildings and construction laydown areas. The proposed solar development area is approximately 128.48 ha in extent, with an anticipated development footprint of up to 35 ha. The facility will connect to the mine`s internal electrical network via a 22 kV distribution line. Project Location: Portion 16 of the farm Naudesbank 172 IS, located between the towns of Hendrina and Carolina in the Mpumalanga Province. Application for Environmental Authorisation (EA): As the project has the potential to impact on the environment, Environmental Authorisation (EA) in terms of the National Environmental Management Act (No. 107 of 1998) (NEMA) and the EIA Regulations, 2014, as amended, is required. A Basic Assessment (BA) process is required to be undertaken in support of the application for EA for the proposed project. Savannah Environmental (Pty) Ltd has been appointed as the independent environmental consultant responsible for undertaking the BA and Public Participation process in support of the application for EA. Public Review and Comment Period: The BA Report and Appendices will be made available for a 30-day public review and comment period from 31 July 2026 to 01 September 2026.
