Billing report still undergoing quality assurance

A report compiled by the Public Protector’s office following an investigation into the city’s “billing mess” has still not been made public.
The EXPRESS has, on several occasions, reported on City of Johannesburg (CoJ) residents’ complaints regarding incorrect billing and difficulties in trying to address their problems through city processes.
Several residents approached the Joburg Advocacy Group (JAG), which was still active at the time and headed by Kensington resident Ms Lee Cahill, for help.
After failed attempts to get the city to resolve problems, JAG approached the Public Protector, Advocate Thuli Madonsela, to investigate the matter.
Late last year, the EXPRESS was informed by the Public Protector’s office that the investigation was complete. However, according to Mr Oupa Segalwe, from the Public Protector’s office, the report was still being quality assured due to capacity constraints.
Ms Kgalalelo Masibi, the spokesperson for the Public Protector, recently informed the EXPRESS that the report is still undergoing quality assurance.
