The Benoni SAPS Flying squad swooped on a Quinn Street plot on Monday morning.
Gauteng SAPS provincial spokesperson Capt Pinky Tsinyane said the Flying Squad members came across the property after receiving information about it following their search for a hijacked truck, which was discovered in Heidelberg, on Sunday.
Their investigation then led them to the Brentwood Park property, where they conducted a search on Monday morning.
As they searched, the Flying Squad members came across 98 boxes of pressed tobacco. each with a mass of 200kg, in an open shed.
The tobacco is estimated to be worth R19.6-m.
A further discovery of Ariel washing powder, worth an estimated R3-m, and name-brand clothes, shoes and appliances, worth about R1-m, was also made.
The two suspects, aged 34 and 58, were arrested on the property for the possession of suspected stolen property and hijacking.
It is not yet clear what their involvement with the suspected stolen items is.
The suspects are expected to appear in the Benoni Magistrates Court soon.
