CoE responds to mounting complaints at Tweedy Park Old Age Home

The City of Ekurhuleni says service providers have been appointed to address maintenance issues at Tweedy Park, including lift and electrical problems.

Ekurhuleni MMC for Human Settlements Nsizwa Mekgwe visited the Tweedy Park Old Age Home on May 11 to inspect the building.

This follows residents’ complaints over neglect and safety risks.

As reported in last week’s Brakpan Herald, complaints included mould, electrical faults, lift access issues, and missing fire extinguishers.

“We know the work that needs to be done; elders here are suffering unbearable circumstances,” said Mekgwe.

“One tenant said she doesn’t want to die at Tweedy Park under the current circumstances. On behalf of Ekurhuleni and the executive mayor, we apologise for these circumstances.

“Do not think we are inconsiderate; the fiscal constraints of the city limit us. We brought fire extinguishers, and we are interacting with the contractors and district head, as we intend to extend their scope to include plumbing.

“The units (with non-functioning geysers) will be attended to.”

During the MMC’s visit, certificates of compliance for fire and emergency safety were issued to residents and officials who underwent training provided by Ekurhuleni Disaster and Emergency Management Services.

The CoE has also since responded to the Herald’s request for comment about the numerous complaints, and responded as follows:

Lifts not functioning properly
The elevators at Tweedy Park Flats are currently not operational; however, a service provider has been appointed to address the matter.

Unrepaired fence
The damaged fence has been reported. Repairs are pending and will be addressed in line with maintenance scheduling and available resources. The fence will form part of the maintenance work to be attended in the 2025/2026 financial year, which ends next month.

Allegations regarding cleaners not working
This is not true. Cleaning staff are present on site and actively performing their duties. We have not received any formal complaints from tenants regarding non-performance.

Lack of security
The facility is guarded by security personnel deployed by the EMPD.

Water damage and mould on the top floors
There are currently no leaks from the roof reservoir. However, mould resulting from previous moisture exposure will be addressed once the affected area is fully dry.

Structural concerns (western wall)
The structural concerns relating to the walls are linked to the 2024 Gauteng tremor. The matter was reported, and an insurance claim has been submitted for assessment and remedial action.

Lack of warm water in cottages
The tenants at Tweedy Park cottages utilise solar geysers,, which are under the energy department’s maintenance.

Electrical faults and shorting connections
The reported electrical issues are noted and will be assessed as part of ongoing maintenance interventions at the facility.

Damaged infrastructure (windows, latches)
These maintenance issues have been noted and will be addressed in line with the department’s maintenance programme.

Tree causing structural damage and safety concerns
The matter has been escalated to the City of Ekurhuleni Metro Parks. Feedback received highlighted that they are currently experiencing resource constraints.

General maintenance issues (tiles, paint, plumbing, and more)
The reported maintenance issues form part of routine and planned maintenance and will be addressed once the budget is available.

Fire safety concerns (extinguishers and hoses)
The installation of fire equipment is part of the 2025/2026 financial year maintenance plan.

Availability of electricians/plumbers and maintenance prioritisation
The department has appointed service providers to attend to maintenance issues.
