Ward Committees: Strengthening public participation in local government

Ward committees play a crucial role in local government by providing a formal link between communities and municipalities, helping residents raise concerns, participate in municipal processes, and contribute to discussions on service delivery.
Public participation is an essential element of South Africa’s democracy, allowing residents to have a say in how their communities are governed.
At local government level, the Local Government: Municipal Structures Act, 1998, requires municipalities to consult communities and community organisations when exercising their powers.
Ward committees serve as one of these key mechanisms, connecting ward councillors, residents, and the municipality.
Role of ward committees
According to the South African Local Government Association (Salga), ward committees also help strengthen relationships between ward councillors and key stakeholders, including traditional councils and community development workers.

The term of office for a ward committee is aligned with that of the municipal council. After municipal election results are declared, the municipality must arrange ward meetings as soon as reasonably possible to identify interest groups and establish ward committees.
The first meeting of a newly elected municipal council must take place within 14 days after election results are declared and published in the Government Gazette.
Municipal councils establish rules governing the election and operation of ward committees, including the election of committee members, meetings, and dissolution circumstances.
Salga has also developed a Code of Conduct for Ward Committee Members, which is available to municipalities.

Election process
The speaker of the municipal council calls a ward meeting for the election of the ward committee. Nominations are opened and must include between 10 and 15 nominees.
If 10 nominations are received and the proposal to close nominations is carried, voting may not be necessary. If more than 10 candidates are nominated, voting takes place.
The ward councillor and the Community Participation and Action Support Unit must ensure the election process fairly represents recognised sectors identified by the municipality. A quorum of at least 100 qualifying community members is required to vote, and an attendance register must be completed.
Key responsibilities
Ward committees are recognised consultative structures and communication channels. Their key responsibilities include:
- representing community interests in the compilation and implementation of the Integrated Development Plan
- promoting constructive and harmonious interaction between the municipality and the community
- addressing matters that affect or benefit the community
- acting in the best interests of the community
- encouraging active community participation in the municipality’s budget process
Ward committees are chaired by the ward councillor and made up of representatives from various sectors within the ward, providing an institutionalised channel of communication to assist councillors in carrying out their duties.
