Speaker of Council John Senona said another council sitting would be held within seven days in an attempt to secure approval before July.
The continued failure to adopt the budget has raised concerns about possible disruptions to service delivery and delays in implementing key municipal development programmes.
Councillors ultimately voted by a show of hands during the special sitting.
