Primrose Ratepayers urge action against zoning violations and unsafe structures

The Primrose Ratepayers Association has issued a strong warning to property owners over illegal building conversions and zoning violations, urging immediate compliance to protect public safety and neighbourhood stability.

The Primrose Ratepayers Association (PRA) has issued a stern warning to property owners in Primrose, Primrose East, Gerdview, and surrounding suburbs about the growing issue of unlawful building conversions and zoning violations that are threatening the safety and stability of the community.

PRA vice-chairperson David-Hutch Barr said recent inspections conducted by the PRA and partnering authorities have revealed a disturbing trend of property owners making unauthorised structural changes, including the conversion of single-family homes into multi-dwelling units without obtaining the necessary municipal approvals.

“These modifications are not only illegal but extremely dangerous. They breach zoning and safety codes, and in many cases, endanger the lives of tenants and neighbouring residents,” said Barr.

Key concerns raised by the PRA include:

• Structural changes compromises building safety, increasing the risk of fires, collapses, and health hazards.
• Overloaded infrastructure, such as sewerage systems, electrical grids, and water supply.
• Illegal electricity connections and meter bypassing that pose severe financial and safety risks.
• Exploitation of desperate tenants, often housed in unsafe and overcrowded living conditions.

The PRA strongly urges all property owners to comply with municipal building regulations and land use policies, and to ensure that any structural changes or multi-tenancy arrangements are legally approved.

“Those who choose to bypass the law not only place their tenants and neighbours at risk, but they also face serious consequences themselves.

“Non-compliant property owners may face legal action, steep fines, or even property closure,” explained Barr.

In response to the growing number of violations, the PRA is working closely with the City of Ekurhuleni, community policing forums, and local inspectors to crack down on unsafe and illegal properties.

Residents are encouraged to play a proactive role in protecting their neighbourhoods.

If you suspect a property is operating outside legal parameters or poses a threat to public safety, you are urged to report it for review and investigation by the relevant municipal departments.
