
THE eThekwini Municipality has appointed consultants, SIVEST SA town planning division, to undertake the review of the Hillcrest, Gillitts and Kloof land use management plan as well as the translation of the zones and scheme for incorporation into the amendment of the outerwest scheme.
Given the current development pressures within the eThekwini Municipality, particularly within the outerwest region, a complimentary policy document was prepared for the area (HGK land use management plan). This document was never formally adopted into the outerwest scheme as uncertainty existed around infrastructure capacity and community objection/pressures in the face of residential expansion in the areas. This resulted in uncoordinated development within the study area that has continued unabated due to the lack of a comprehensive document that clearly addresses land use management matters in the study area. Consequently this requires that the current LAP be re-examined in order to ensure that the necessary development pressures are addressed in a meaningful way and are incorporated into the outerwest scheme.
As part of this process, the consultant team will be required to carry out an extensive land use survey that incorporates the entire area, and as part of this exercise the team would also be taking pictures of the properties.
