Vehicle licence renewals to be issued with automatic registration numbers

The Department of Transport has issued a notice that vehicle licence renewals from December 2024 would see new registration numbers being automatically generated, while in the past the system indicated that motorists could request a new registration number or choose to keep the old one.

MOTORISTS have until November 30 to migrate to the new vehicle licence plate system to avoid complications with vehicle registration renewals and legal issues. Failing to do so could pose challenges.

In November 2024, in its bid to strengthen the fight against crime, the governmentĀ  identified the need to revamp legislation in core areas, including vehicle registration, by introducing new, hard-to-copy, and tamper-proof number plates.

The Department of Transport, in its statement indicated, “Any renewal that is done from December, 2024 will be issued with a new registration number if they have not voluntarily migrated. Vehicles which displayed mismatched licence discs and number plates would be deemed illegal.”

In 2023 the department introduced a new number plate numbering system, for all vehicles to use alphanumeric format (e.g BB 00 AAĀ  ZN). The colour of the licence plates is blue over white. The old town specific numbering system is being phased out.

Motorists can renewĀ  and pay for vehicle licence discs through the National administration traffic information system (NaTIS) online platformĀ  https://online.natis.gov.za) . This service is designed to save time and avoid long queues. Alternatively, disc renewal can be done at selected retails outlets, banking institutions and the Post Office. Regarding new registrations, a title holder of a new, pre-owned, built or re-built motor vehicle, must register it at a relevant registering authority to get a registration certificate.

“If the vehicle is financed, the title holder will be the financing institution. When it has been registered and licensed, motorists will get a motor vehicle licence disc.Ā  One must register and license their motor vehicle within 21 days after a change of ownership. If not registered within this period, arrears and penalties will be accrued.”

NaTIS advised:

If your vehicle is used for public transport or is a heavy load motor vehicle, you must obtain a roadworthiness certificate.

Go to your nearest registering authority or post office that issues motor vehicle licences and take the following with if your vehicle is registered in your name:

    • your identity document
    • proof of residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
    • if you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your residential address
    • motor vehicle licence renewal notice (MVL2). If you did not receive a renewal notice, complete form ALV (Application for Licensing of Motor Vehicle). For a vehicle registered in an organisation or company’s name, bring the following:
      • business certificate of the organisation or company
      • identity document of proxy
      • letter of proxy
      • motor vehicle licence renewal notice (MVL2). If you did not receive a renewal notice, complete an Application for Licensing of Motor Vehicle form (ALV). Pay the licence fee specified on the notification.

Motorists are urged to ensure that vehicles stay up to date. This allows authorities to keep track of all vehicles on the roads, and to ensure that all vehicles are roadworthy.
