Mogale City proposes transformative township economies by-law for public participation
Adopting the Standard Draft Bylaw for Township Economies is now up for public participation.
Mogale City Local Municipality (MCLM) council announced in a special meeting it’s considering adopting the Standard Draft Bylaw for Township Economies for public participation.
According to MCLM communication officer Adrian Amod, Executive Mayor Lucky Sele welcomed the by-law as more than a progressive piece of legislation that will go a long way in transforming township economies and boosting Local Economic Development in general.
“As MCLM, we welcome this by-law as it is more than a regulatory tool. It reflects our vision for township economies as they are contributors to South Africa’s growth. Through inclusive, streamlined and supportive governance, this initiative lays a foundation for sustainable economic activity in historically under-served areas, empowering individuals to participate meaningfully in the economy,” Sele said.
MMC for Local Economic Development Lwando Resha tabled the by-law.
“The National Department of Co-operative Governance and Traditional Affairs introduced a by-law aimed at promoting inclusive spatial and economic development in townships, harmonising the ecosystem, providing norms for township-based enterprises, and supporting small businesses,” Resha said.
According to Amod, the municipality subjects the by-law to public participation processes for 60 days commencing from December 1 to the end of January. The month of February will be dedicated to the refinement of the by-law by incorporating community inputs received during the public participation process. The municipality will consider the refined by-law at the end of February, following which the process of promulgation and enforcement will commence in April.
