The Mayibuye Clinic was intended to be a beacon of hope for the residents, but remains an unfinished structure – just a shell of pillars – 16 years after its initial establishment. The Gauteng Department of Infrastructure Development (GDID) has failed to complete the project, despite spending over R7.8m from the original R59.8m tender, with no tangible progress to show.
The DA in Gauteng’s Infrastructure Development Portfolio Committee discovered this during an oversight check of the clinic’s building site.
Planning commenced in 2015, and the contractor began construction on the project in 2019 but was fired after 1 150 days for poor performance. The specific completion date was set for 2021 but was not met.
We raised serious concerns about financial mismanagement and project oversight,” said DA Gauteng spokesperson for the committee, Khathutshelo Rasilingwane, who is also a Member of the Provincial Legislature.
“The GDID’s inability to hire competent contractors, carry out adequate project management, and conduct oversight inspections has left the clinic unfinished, which is unacceptable.
”The delays in this project are a direct result of poor leadership within the department, inadequate planning, and a lack of commitment from those in positions of authority,” Rasilingwane said.
The Krugersdorp News approached Mogale City Local Municipality for comment on this matter, but communication officer Refilwe Mahlangu did not provide feedback on why there was a delay. Mahlangu referred the News to the Department of Health, which did not respond. The News is awaiting feedback from the Department of Health.
