I completely understand what you are going through as we have the same problem and many more people are complaining of exactly the same issue. There are ways to deal with this, and the first is to approach the court in Krugersdorp and obtain an order against the owner of the dogs (harassment order).
Then you can also turn to a lawyer as there has been a case before and the court stated: a resident in a town, and more particularly a resident in a residential neighbourhood, is entitled to the ordinary comfort and convenience of his home, and if owing to the actions of his neighbour he is subjected to annoyance or inconvenience greater than a normal person must be expected to submit to in contact with his fellow-men, then he has a legal remedy.
Also in short, any person is granted the ordinary and reasonable enjoyment of his property.
Your best bet is to try the court first and thereafter a lawyer. But my issue is that a person should not have go this far, the municipality should deal with this as these owners do not have any consideration for their neighbours. I have been told before that owners get a written warning and thereafter fines of R1 500 to R2 500 are issued, but I cannot confirm this.
I hope that something will be done about this.
