My refuse collection dilemma

What is the reason why refuse collection cannot be done as scheduled?

Last week, our refuse removal was delayed and did not take place on our scheduled day which is Monday. Upon reaching out to our local councillor he was unable to provide any information about the reason for this issue. I then reached out to another councillor.

She responded as follows last night: “We are waiting for diesel and will give you updates”. This morning she said, “The fuel has been delivered. We will try and push for the two days (yesterday) included.”

The same thing happened in December and I understand it has happened four times over the last six months. The impact on the community is that we are in the first section of the schedule and end up feeling it the most. The problem is normally resolved by Tuesday, but now they have created a backlog and there is no certainty of when our refuse will be collected. In December our refuse was only collected on Wednesday.

In addition to the uncertainty, there is increased foot traffic in our streets with already spiking robbery numbers, and since I have to push my bin in and out after it was handled by others it also increases my Covid-19 exposure. I therefore have the following questions:

1. What is the reason why refuse collection cannot be done as scheduled?

2. Why is diesel not being delivered or available when required for refuse collection?

3. Is the current process fully optimised? If it is possible to do the same work in three to four days, why do we normally need five days for refuse collection?

I am directing these questions to you via my councillor, and while I understand it is allowed for the general public to attend council meetings these are only held virtually at the moment. If it is possible for me attend and hear the response I would be glad to do so, otherwise a written response through my councillor would be acceptable.
