City of Mbombela CFO allegedly storms offices with armed men
Delight Sibanyoni arrived, allegedly with armed men, and forcefully entered her locked office, as council probes misconduct allegations.

The City of Mbombela’s (CoM) CFO, Delight Sibanyoni, arrived at the municipal offices yesterday, allegedly with a group of men armed with AK-47 assault rifles.
According to Lowvelder, security officers reportedly attempted to prevent Sibanyoni and the group from entering the offices but failed.
“She forcefully tried to access her locked office, damaging the door in the process. We were all traumatised,” said a senior CoM employee, who requested anonymity as they are not authorised to speak to the media.
Sibanyoni appeared before a disciplinary inquiry at the CoM on Monday, where her legal representative requested a postponement to March.
The CoM’s municipal council placed Sibanyoni on special leave on July 30, accusing her of misconduct, including irregular financial practices, mismanagement of tenders, and failure to account for municipal funds.
Sibanyoni challenged this in the Labour Court in Mbombela in August, which ruled the council’s resolution as unconstitutional, calling it an indirect suspension. The court left the matter for the municipality to handle in terms of labour law. This led to the CoM officially suspending her as investigations continue.
In a statement on Facebook, the CoM strongly condemned the forceful entry into its premises. “The City of Mbombela condemns in the strongest terms the unlawful acts of intimidation and forced entry at its premises earlier today [Thursday]. The group had instructed employees to vacate their offices.”
The statement added that the municipality’s law enforcement personnel and SAPS restored order. “The people that were found were taken in for questioning and will possibly face criminal charges. The CoM wants to assure ratepayers that services will be resumed and all necessary measures are being taken to ensure its employees’ safety.”
Lowvelder received information suggesting that Sibanyoni had been arrested. Her attorney, who requested anonymity, confirmed that she was at the Nelspruit Police Station but disputed that she had been arrested.
Mpumalanga police spokesperson Brigadier Donald Mdhluli has been approached for comment, and Lowvelder awaits his response.
