Council motion calls for crackdown on illegal trade in KwaDukuza
Councillor Halalisani Ndlovu said he believes there is a storm brewing over undocumented immigrants in South Africa.
Calls for a crackdown on illegal trade and undocumented activity have gained momentum in KwaDukuza, with councillors supporting a proposal for a dedicated enforcement task team.
The proposal, tabled by ActionSA councillor Halalisani Ndlovu at last Thursday’s council meeting, calls for a feasibility study into establishing a specialised unit to tackle illegal trade, undocumented persons, drug-related activity and the unlawful occupation of buildings. It also urges stronger collaboration with the South African Police Service and the Department of Home Affairs, along with improvements within the Business Licensing Unit.
Despite differing views, councillors agreed the issue requires urgent, co-ordinated intervention.
Ndlovu said the motion aims to restore order and fairness.
“This is not about hatred. This is not about division. Our motion is about law. It is about fairness. It is about protecting our people,” he said.
He warned that growing public frustration could escalate if not addressed.
“There is a storm brewing in South Africa. If we do not act decisively, responsibly and lawfully, that frustration could spill over into something we cannot control.”
He also questioned how some businesses continue operating without licences, citing a recent operation in which goods worth more than R1.5-million were confiscated.
“We are the custodians of municipal by-laws. If we fail to act, then we are being complicit,” he said.
Mayor Siduduzo Gumede supported stronger enforcement but stressed that responsibility extends beyond local government.
DA caucus leader Privi Makhan cautioned that capacity constraints must be considered, while councillors also highlighted the need for stronger intergovernmental co-operation and community accountability.
“It may be good to conduct a feasibility study, but we must ask whether the municipality has the capacity to implement it,” she said.
