Why restrictions here and not Durban?

It was frightening news that Hazelmere Dam is only 50% full, and that Semcorp have introduced Stage 2 water restrictions on the district of Kwadakuza.
It was even more frightening to read in The Mercury on October 14 that the northern regions of Ethekwini up to Umdloti have been issued with a Stage 1 restriction. Frightening as these regions of Ethekwini also source their water from Hazelmere Dam.
There appears to be a typical lack of communication and common sense between Semcorp and Durban Water. Savings will never be achieved on this basis. Can Semcorp please respond as to how this can happen?
