I suggest that the interiors be completely tiled with rough non-writeable surfaces, the doors painted with grit surface. The toilets should be the squat type so as to not let the users get too comfortable and start scribbling offensive nonsense on the walls.
Flushing should be push button type. Again, basins built into solid brick also with push button water supply. And finally, ‘pay to use’ turnstile gates at R2 per person. Double gates, pay to go in, push button to come out. Obviously tamper proof. Offenders not using the facility should be brought to book and prosecuted and fined accordingly. The revenue generated by the facility will be able to maintain the same.
