What a tragic situation but moreover, what a clear illustration of extreme incompetence.
Assuming that your article is an accurate reflection of what happens once the pumped water arrives 1.5km away from the dam, where it is expected to flow over a ridge on its own accord, it is no longer a question of if, but rather of when, our taps are going to run dry.
Those responsible for having blundered with the pipeline should be fired and relieved from all responsibilities with immediate effect.
