Community should keep area clean

Once again on my exercise rounds in Ballito it is blatantly obvious and terrifying just how much litter is distributed in our town.
The amazing fact is that in our gated communities there is very little litter. Why would this be:
* People living in these communities are proud and do not litter on their back door.
* There is not passing traffic from elsewhere who do not care if they litter.
Maybe the following might be a way to make our town clean:
Our beaches are kept reasonably clean by the municipality because the beaches are highly visible especially along the promenade area. I regularly see cleaners in the area however local organisations (schools etc.) organise beach clean-ups.
Why not choose varying areas in Ballito and do the clean-ups there instead of where the beaches are kept clean?
We all realise that our local municipality should be responsible for keeping our town clean but the reality of this situation is that it will not happen.
