How many are stealing municipal water?

Each day from my office window I see many Jojo tanks going out for delivery!
Now considering that Jojo tanks are most useful to accumulate rain water and considering we are having no rain, one wonders if these tanks are being used for having water delivered by tanker to fill them, using them to recycle grey water or just filling them up from municipal water?
People have been witnessed to be going to public taps e.g. lifesaving club houses and filling their containers to take home.
Come on guys, the situation is serious and even the public facilities are going to run dry eventually, think of your fellow man and stop being so selfish.
