Is the council waiting for a fatal accident to happen at the present taxi rank and then want to investigate why it happened?

How can a taxi rank be at the busiest intersection in town? Practically there is only one lane open for traffic in Ballito Drive adjacent to the rank as the taxis use the left lane to stop and park as they wish. Recently a taxi suddenly stopped in front of me causing me to stop and another vehicle nearly smashed into the back of my car.

I know the rank is temporary/semi-permanent. When will the new rank be ready for use? For safety reasons why can’t the rank be moved temporarily to the demolished Dolphin Coast shopping centre? There is a lot of space with minimal traffic which will be a lot safer for commuters and other road users.
