Why is littering so prevalent in our society?

Since all humans are intelligent, why do they defile their intelligence by littering? All cities, towns and suburbs have containers to deposit litter so there is no reason for anyone to pollute our surroundings with litter.
Durban and its surrounding areas are infested with litter. What a filthy sight to behold.
The municipality must uphold the rules and laws of littering and not let the litterbugs do as they please.
All public transport must have a litter bag so that the passengers don’t throw their litter out of the window. Basic common sense says don’t litter so there is no reason for anyone to litter. Who does not know rotting garbage and litter breeds bacteria, germs and rodents which pollute the air, contaminate the wares of hawkers and infect people? Diseases and sickness is conducive to these unhygenic conditions.
Durban is world renowned as a holiday resort to the local and overseas visitors. Seeing such filth on our streets, what does it say about the people of Durban? South Africa is also world renowned for all deeds immoral, criminal, abusive, addictive, and being litterbugs would be added to their shame.
These sinful and unrighteous deeds reveal people’s natures, defines character and degrades humanity.
Therefore, no one can pretend, act or hide who they truly are.
