Municipal officials in eThekwini have proposed that all water users in the city reduce their consumption by 15%.
This penalises those who have reduced their water usage over the past months/years. Those who have merrily carried on pouring water down the drain, will not notice the 15% reduction.
I would rather suggest that each unit be restricted to a certain number of litres, say 400 litres per person per day. That would be a much fairer way.
Any property owner using more than that amount could then be charged at a huge premium, and their names published in the media.
