LETTERS: Who will take responsibility?

On Monday, September 10, my wife and I were walking slowly along the Ballito boardwalk along the section immediately south of Emberton Way (opposite the Coco De Mer Hotel) towards the Clark Bay lifeguard station. The first section is a raised rough timber walkway raised about 200 to 250mm above the adjacent lawn level and should therefore have a handrail to be meet the Occupational Health and Safety requirements.
I tripped and fell heavily off the edge of the board walk on to the area of lawn, severely bruised my left leg and ripped my left hand open. I was able to get up with the assistance of my wife and got to the lifeguard station where they cleaned my hand sufficiently to allow us to reach our car at Hopps and go home.
I have since visited the doctor on two occasions as I am now barely able to walk, and to have my left hand dressed. I have also had my left leg x-rayed and no breaks or fractures were noted. It should be noted that I am almost 79 years of age and on blood thinners for other health certain problems.
The bruising is extensive and due to the costs involved I require to make a claim for compensation. My first call was to the UIP as they are apparently in charge of the maintenance of the boardwalk, or so it was originally claimed. The gentleman there quickly gave me the e-mail address of a KDM official who to date has not replied to my request for claim forms.
Who is the responsible party in this matter, or are all the people involved merely mice who are afraid of responsibility?
