Could you expand on what the regulation will be for private households installing generators to counteract the constant loadshedding ?

As a former electrical contractor (EHV installation) and being familiar with Eskom, I firmly believe that stage 8 loadshedding is inevitable.

Will we as private homeowners also be taxed because KDM will lose revenue?

(The new tariffs are specifically for private producers connected to the municipal grid. This is most likely to be through solar-generated energy, given generators are typically closed systems for individual residences.
If you have a generator that runs to operate your household electricity that does not connect to the grid, then you will not face a tariff charge. Likewise, if your solar generation is not connected to the municipal grid, you will not face tariffs
