How to submit a petition to the municipality

Local ward councillor is assigned to petitions standing committee.

Ward 134 councillor Devon Steenkamp has been assigned to the Petitions Standing Committee (PSC), which means he will help consider all petitions, refer them to local government departments for actions and provide oversights to make recommendations to the relevant departments.

“Firstly, before a petition process starts, residents should first log a call and get a reference number and allow the standard service level agreement to pass,” he said.

“If the time has passed, then it can be escalated to their ward councillor, and in the cases where the ward councillor does not receive a response then a petition process can start.”

Most petitions received are for traffic-calming measures, Steenkamp said, but they can also range from noise nuisances to the need for a new library.

“Some matters may require capital expenditure, which means they needs to go through inputs to the Integrated Development Planning (IDP) process. There is no limit to how many people are required to fill in the petition as it can be just one person to over 1 000. However, the more signatures on a petition, the more credence it gives to a petition.”

How to submit a Petition:

  • Choose a lead petitioner who will manage the drafting of the petition and submission. The lead petitioner will be the person contacted
    by the city speaker’s office petitions unit, city department or city municipal entity, to provide updates or request more detail related to the petition.
  • Have the petition data completed by the affected persons who agree to the matter.
  • Have the lead petitioner complete the petition register cover page (can be received by their councillor).
  • Have the lead petitioner contact their local councillor to submit the petition to the City of Johannesburg petitions unit on their behalf or alternatively, submit it directly to the unit at City of Joburg Metro Centre or regional ward governance centres.
