The above photo shows exactly where water is pulled from the Klip River and as can be seen, the water is close to being below the required level to be pulled from the river. uThukela officials have explained that the water levels in the system will gradually decline until there will not be enough to supply the town.
At that stage, more stringent measures may have to be put in place.
What the people say:
As water restrictions for every household come into effect in less than 48 hours, not everyone is as thrilled about the notion as uThukela might think.
The general consensus is that there would be no water restrictions if all the water leaks in town were actually repaired. Many residents took to our facebook site to point out where there are leaks that could be fixed.
From September 19 until further notice, households will be restricted to 600 litres of water a day. The use of sprinkler systems, the washing of cars and the filling up of swimming pools are all prohibited.

Water restrictions in Ladysmith because uThukela do nothing about the busted water pipe in Ben Schoeman Street in the bushes. I phoned them about two months ago and up to now, nobody has come to see how bad it is. All they told me was that they are very busy and can not attend. Meanwhile, water is spraying full blast.
