High Street bridge – work at a standstill

This is the north end of the new High Street bridge. This is where traffic going north over the bridge will move either into the High Street extension or right into Hird Street. But it means that a ramp has to be constructed with an “off-centre” intersection, because the bridge has been constructed at right-angles to the railway line but at an angle to the line of High Street. It meant that the old asbestos water pipes that would run under the ramp had to be replaced, and they have been, as seen in the picture. So what now has been holding up the works for weeks? Why is the ramp not in place yet? It’s taken the best part of a year to build this bridge, what now is the delay?
