‘Bogus meter-checkers on the loose’?

. I asked the man with the clipboard if I could look at it, and saw that he had a letter from the municipality attached.

Two men arrived at my home at about 12.50 today (last Thursday).
They said they were from the municipality and were checking electrical meters. I told them that my meter had been checked about a month ago. They said they had to do it again.
I asked them for ID, but was told that the municipality had not given them any. They further said that if I did not admit them they would have my electricity cut off, and I would have to contact the municipality to have it re-connected. I asked the man with the clipboard if I could look at it, and saw that he had a letter from the municipality attached.
How can the municipality expect people to admit strangers to their premises without ID? It was my gardener who opened the gate and let them in, otherwise they would have had to wait outside while I phoned to ascertain just who they were.
The Mayor goes around with bodyguards, yet we ratepayers have NO protection whatsoever from persons who purport to be municipal officials.
