More questions are arising regarding the fleet of vehicles and yellow equipment that was delivered at Inkosi Langalibalele Local Municipality. Four plant machines are being loaned from the KwaZulu-Natal Department of Co-operative Governance and Traditional Affairs (COGTA), while 11 vehicles have been bought by the municipality.

The grader, roller, excavator and TLB are the plant machines loaned for the next three months.
“COGTA procured equipment to assist struggling municipalities. All struggling municipalities had to apply to have access to the plant machines,” explained Municipal Manager Patrick Mkhize.
The machines were delivered to Estcourt following a successful application. Once the three months are up, the loan can be renewed.
The municipality will appoint drivers and pay for fuel consumption, and if any maintenance is needed, it will be done by COGTA.
Mr Mkhize went on to explain how the municipality, under Administration, purchased 11 vehicles:
“Inkosi Langalibalele Municipality has procured 11 bakkies that will be shared by all departments. This is a result of having released the leased vehicles that were costing the municipality about R400 000 a month. Through cost-cutting measures, the municipality will be adding more vehicles,” he added.
The function of the machines is road maintenance in and around Estcourt.
